Questions for Flippers

The biggest question I have is for the picture above. The light fixtures in this condo is clearly outdated and for this area in specific I am wondering if we should add 4 recessed lights or if we should simply add a new fixture in the place of the one in the picture. I have some bids and typically for the 4 recessed lights it becomes a $1,000 difference. Is it worth it? Would I get that money back?

I'll add a few more pictures to show the place a bit but the other bigger ticket item is the paint. I'd like any suggestions possible on paint. Should I use a fresh coat of paint for the entire place or does the paint on the walls look okay with the color scheme. In this case we will just touch up certain spots that need touch ups.

Any other suggestions at all will be helpful! Thank you!!
