Cost of rehab per sq ft in Philadelphia PA Market

I am a rookie Investor. Primarily using wholesaling as a technique to get my foot in the door for Investment. I am trying to accurately calculate the rehab costs for properties to determine if it's a good deal. The formula I want to use to calculate this is: Multiplying the sq footage of the property by the rehab cost per sq ft.  I believe the avg rehab cost per sq ft in the Philadelphia PA market is $75.00.  Does this sound accurate?
