Should i wait for my credit to be fixed

I have one house that needs to be rehabbed. 22,000$ saved up. My credit score is decent but i am waiting to get my experian up to 700 at least so i can get approved for a lowes or homedepot credit card for materials so i can use that as leverage. Or should i just use all my cash for tge rehab?? And i also have family that owe me 23,000$. What should i do?
