Fence Placement on Property

Evaluating the placement of a fence on a property. Code allows for it to be placed on the exact property line. State late stipulates that if it is exactly on property line the neighbor gets a say, and can also be billed for a portion of it, and taken to court if not paid. 

What do you typically do for your fences? I am thinking of spacing it in the property line 3-6" or so, to avoid hassles. Curious though, if I would be asking for some difficulty with my lot being below standard since it is fenced in less.
