AC system is on the roof -- can it be moved?

I've been to view a house that looks promising (for a rental). It's one of those old 1950's style houses with a partial flat roof and the AC condensor is on the roof, and the handler is in the attic.

This is in Florida, where the insurance rules tend to be strict, and a 4 point inspection is required for "old" properties. When I mentioned that the AC was on the roof to my insurance agent, they stated that they would not be able to insure a property where the AC was on the roof.

Is it possible/affordable to change it to a "normal" split system where the air handler is in the house (assuming there's enough room) and the condensor is on the side of house? Should I just forget making an offer on this?

I am planning on calling a different insurance agent on Monday to make sure I cannot get a policy with the AC as is, but I think I'm going to get the same answer I got from my current agent.
