How to purchase property from THE SECRETARY OF VETERANS AFFAIRS?

Hi, 

I have a property that I've kept my eye own for a few months. At the end of May, THE SECRETARY OF VETERANS AFFAIRS foreclosed on the property and is now the owner of the home. I would really like to get in contact with them and make an offer before it goes to an agent and hits the market. Is that possible? Or must they be sold though a local agent and not directly though the VA ? Obviously, I want to be the first to get to the property so I really don't want to have to wait. Thanks!
