Mold treatment question

I'm in the process of selling my home, and the home inspection found some minor evedince of mold on the basement,

Its like 3 quarter size spots.

The buyer asked for me to get a certificated and mold expert to take care of this issue .

However i dont believe that it needs that much repair I have found a special paint to treat that and prevents it from coming back.

The property is in Philadelphia PA

Is there any regulations of how bad thisnissue has to he inorder for us to treat it professionally.

@Ahmad Nijim this type of issue is covered under the US EPA.  I have provided a link below to help you determine if the mold may require professional remediation or if you could clean it up yourself.  This would depend on the type of mold.  if you suspect the mold is toxic, you cannot address this yourself this would have to be professionally remediated and air quality tests performed.
