Adding HVAC worth the investment on a rental?

Recently acquired our 1st rental, planning on doing a BRRR and holding onto it. 2400 sq ft house built early 80's no central heat or air. House is in western NC. The appraisal company shows a $6000 adjustment for no HVAC. Estimate for installation is $13500. The numbers don't make sense to add it. Should I just go with window units or am I missing something here?

    Look at the comps and neighbors.. If the norm are windows units go w the flow but if most in neighborhood have HVAC and when you’re ready to sell you might want to consider to get best sales price.. Estimate seems to be a bit high is it because it’s a older home ? Have you consider ductless systems ??
