Finding a property owner

I found a property where construction has started and then stopped about two years ago. 

It’s in a gated community, but I’m having a tough time finding the owners. They owe two years back taxes. I’ve found what I though was their previous address from records but they no longer live there  

Any suggestions on hunting down a person
