Pull Permits when you are using a Project Manager?

Hi all. This question is for those using a Project manager when working on projects. I've been using a licensed contractor when doing projects, but how does one pull permits when you use a Project manager? With this new lead certification requirement, I would think you would need someone certified to start work on older homes. Please let me know. Thanks.
