Can you add addition bedroom AND bath within a townhouse?

Hi we are looking at 8 townhouse within a 40 townhouse community. The current townhouse two stories and they are 1060 sqft each with 2 bed and 1.5 bath. We could easily a bedroom and convert the .5 bed to a full bath and making it 3 bed 2 bath for each townhouse out of the 1060 sqft. My question is how is that going to play out with the HOA, would they care? Do i need permit since this would change in the county record. Our goal is to hold for cash flow but might sell later in 7-10 years. We don't want to do it illegally or have to tear it down. This is in California
