Who to call for exterior repairs?

I have a drip from what I can best describe as an exterior overhang attic. This is the bottom floor of a triplex. This space is under a concrete balcony staircase. I think the vent is for the ceiling/attic space to allow venting, but I really am not sure how the interior walls and ceilings are configured.

My question is: what type of contractor would help me diagnose this particular issue? Is this what a general contractor is for?
