What is the fix for this electrical panel?

I'm looking at a 1971 duplex I'm under contract on.  Inspector provide pictures and concern over the electrical panel.  It has multiple "double taps".  Normally, I think you install the narrow breakers, but it already has these installed.  Looking for some expertise and a cost estimate on fixing this on the two panels in the units.

NEVER, NEVER ask for electrical advice from anyone other than a licensed electrician! Pig tailing two wires together doesn't solve the real problem of a double tapped breaker!
