Firing a Contractor who permitted the work

I am new to home renovations and am currently flipping my first house. Everything has gone well except with the electrician. He pulled the permit for the work to be done on the house and has passed the rough inspection. However, he has insisted on an hourly rate (which in hindsight I should not have agreed to) and keeps expanding the scope of the project, which admittedly was ill-defined by me to begin with. Now he wants to bring in 2 other subcontractors with him to finish up his work. There is absolutely no need for 3 electricians on a 900 sq ft house that has already passed rough inspection and requires only finish work. Long story short, I feel like he is trying to take advantage of my inexperience. I’d like to part ways, but I don’t know how to do that if the permit is under his name. Can I close out the permit as the homeowner even though he pulled the permit and re-permit the finish work under someone else? Thank you for your help!
