Foundation issues on a flip

I was at a real estate estate auction this Sunday. Driving there I assumed $20k would be max bid for me. Walking the house just before the auction everything looked as I expected it to. only 4 of us were at the auction Went down in the basement and one of the walls holding the floor joists had a 3/8” crack half way up the block wall spanning the entire length of the wall. If you looked close you could see it bowing in. In my head I saw $10k-15k in repairs just on that wall and that took my my max bid to $8k. Bidding started at $10k and house sold to a flipper for $$19,600 and you could really see the bidding slow down there. My question. Could I have bought that house and did a cheap fix to it? Tuckpoint it and paint the wall Run a block wall across the middle of the basement to help support the wall? Would it pass fha inspection? What would you have done?
