Dead body over removal

I live in a duplex and last November they found my niebor dead.  I was gone for 3 almost 4 weeks I got a call the day I was coming home that he had past away. Here it is 10 months later and they can't get rid of the smell. They have used ozone 3 times now, replaced the floor and subfloor,kiltz all the walls. They even replaced the floor and subfloor a second time and even dug out about a foot of dirt under the floor.  I don't know what else they can do but the smell is still there.  What else can be done?? Please help
