Baseboards removed, or broken

Is this basically always a sign that there was a flood in the house at some point?

I haven't seen any visible mold in this REO except possibly for some gunk in the cabinet under kitchen sink. Thanks.

I would say no. That floor looks newer, they might have pulled the baseboards in order to tile the floor.

If you don't see any signs of water damage, I wouldn't say it was flooded.

Check the bottom of the drywall for mildew or rotten sections though if you're worried about it.

Baseboards are pretty cheap and really easy to replace.
