Shell driveway code violation?

Hey BP, I am rehabbing a 4plex in Clearwater Florida. I wanted to put in a shell driveway due to it being the most economical in the 2860sqft parking area. Apparently it violates the Clearwater city code and they say the only materials I can use are concrete, asphalt, pavers, or turfblock. Does anyone have any experience with this or suggestions to keep costs down. Thank you! Kellen

    I would use concrete, asphalt, pavers, or turfblock. Giving code enforcement a reason to sniff around doesn't sound like a good idea to me.
