letter ideas to mail to owner of vacant house nearby

Does anyone have ideas for a great letter to send to a homeowner to buy their vacant property that clearly is getting run down?   How much should I include in this letter?  (like:retired husband and wife with contractor son-in law eager to fix that roof?).  Owner of record is single female who purchased the property in 1982 and lives elsewhere in town.  Thanks!
