Crawl space vent winterizing

Whats going on Bp. My primary residence that I purchased in march of this year has vents in the crawl space. I know i have to close them in the winter time and cover them with something to keep the draft out but just don't know with what. What do you recommend doing to stop the draft? Also how do you keep your out door water hydrant from freezing in the winter in the crawl space? I am in the midwest so it gets pretty cold. Hoping that its someone with experience with craw spaces here.
