Inspection, Permits and Final Water

I am in the process of buying a property in Harvey, IL. The seller agent who is representing the bank, is asking me for inspection, then apply for permits and final water. I am new to this land-lording role. Do I have to hire an inspector, even though I don't want to perform any inspection? 

Also, I read that permits are required for the safety of the public. I am not starting any repairs any time soon, do I still need to apply for permits? and how much do they cost?

Finally, the water has to be done. What does it mean to have the water done?

Any insight is extremely appreciated.

@J Scott Thank you J. The agent said there is a required city inspection, and the buyer can't waive his right to inspection.
