Converting SFR to Duplex and Flipping

Does anyone have advice on what to consider from a zoning and appraisal perspective when converting a SFR to a Duplex and flipping it? The SFR is in a neighborhood that is all SFR. There are not any duplex comps in the neighborhood but there are plenty of recently sold duplexes about 6 - 10 miles away.

Will this converted duplex have trouble appraising without comps in the immediate vicinity? Will the property need to have it's zoning changed from SFR to Multifamily?

Anything else I should consider?

@Jim Norton this question is so county specific that I would just suggest to call the county that the property is located in to find out the rules behind this.  Some counties are flexible and some are rigid.  Just call them to find out the scoop.
