My partner and I are hunting for bank owned houses, but I feel that real state agents don't want to touch bank owned houses. why is that? 

we're planning to do all the repairs. we can do mostly everything tile,carpet,wood floors, sheet rock,painting,plumbing,siding, roofing, and landscaping. we can also get everything at really good prices most of our friends and family work on construction. do we need city permits to do all the work?
