adding a driveway / parking lot at side of a corner-lot house

Hi,

Does anyone know if we can add a driveway / parking lot at the side of a corner-lot house? I am looking to legalize a basement apartment in Oshawa and my existing front parking is not wide enough and can’t be widen anymore due to fire hydrant. (not sure if there is any issue with city easement at the side of the house)

I’ve attached some pictures, it will be great if any of you has experience or suggestions.
Note: the red box is where I am looking to add a parking. (in-between a tree and a no-parking sign)
