fixing leaking tank - toilet

The tank is attached to the toilet with 2 bolts. Bolts have rubber washers on top. One of the washer leaks water. do you know of any epoxy that would work under water. I plan to just cover the bolt with the sealant/epoxy. EP-200 works great in dry conditions (dries hard as steel). I wonder if I can use it for that purpose.

Easy fix if done right.  Remove the tank and put new tank to bowl bolts in place.  Do it right the first time and you won't have to go back.
