Dumb Q? How much would a complete house Rehab - 4000 Sq Cost?!

Hi BP - Experts. I'm laying this out being a complete noob.

Found this fantastic 4000 sq ft home in Atlanta - SFH - Duplex. It costs 140k, and I am planning to buy it all cash.

Here's the hitch - It's a 100% rehab. They stole all the copper, faucets, hinges, I mean...anything metal, it's stolen.

Cost of living in Atlanta is not that high. How much would you estimate towards Labor and then Materials? (Pl consider builder quality materials for the most part)

Location is a jewel in the rough and I like it a lot (not in love with it) 

My GC said the cost would range from 60-70k(for labor and materials). Is he being realistic?

I couldn't do that scope on a 1700 SF single family home for $70,000. Has this contractor seen the house and do you have a good scope for his pricing?
