radiant ceiling heat

I just recently purchased a house in illinois & it has radiant ceiling heat. I have a few questions about it. If I don't use certain rooms is it okay to not use the heat in them rooms? Also what's the best cheapest digital thermostat I can buy?cause mine are just manual knobs.... I have a control for humidity,what is that for? Should I have it on when the heat is running...
