Electrical Permit Process

 Ok, got a great qoute from an eletrician to do some work.  He is telling me that I could get a rough in inspection and bypass the permit process.  Does this sound lik it is doable? 

Backstory:

Property is over 50 years old and still has the fuse box rather than panel. Wires look ok, but a number of receptacles and switches will need to be changed out.
