Dealing with contractors

I read and heard paying contractors 50% up front is bad. They could start not showing up everyday, slacking off, and so on. I heard of setting deadline penalties and paying a certain amount after they complete certain parts of the contract.

How do you structure the pay or deadlines? What are some good things to remember or think about when dealing with contractors and paying them?
