Converting SFH to Duplex

I want to convert a single family house into a duplex. The zoning is already R2. Does anyone know how much it would cost to do a project like that? Do I have to get a permit for the conversion? Please advise!

The only folks that can address this are at your building regulations department. Zoning alone isn't a free ride for a conversion like this. Today, many building codes require a firewall between two or more units. That could cost you 15K putting in a block or double wall from the foundation to the roof ridge. So, local requirements will govern. A quick phone call can tell you if this is even feasible. 

Changing use may well require a minor subdivision as well, that get's neighbors involved in public comment, they can say no and you'll probably lose on the political front. The question too is; is the change common for the area as well as zoning.
