Structural Engineer Nightmare

I have a structural engineer that did drawings for me about 4 months ago for a house we are renovating. He has managed to burn up the past 4 months making changes, blaming the city, and filing items incorrectly. Can anyone recommend what to do at this point? He is very close to being finished, on the (supposedly) last round of notes before the "expeditor" takes it in for final sign off but if that doesn't happen this week, what should I do. If I go another week or two I'm gonna lose my cool! :) Some people have simply said fire him but that would mean starting over with new drawings, and another month with the city. (Not to mention the money we are paying on this house loan.)
