buying reo in Florida, getting around primary residence tips

Hello, I live in MD looking to pick up an reo in FL to rehab as second home. I am in this business, and know the ropes, issue is I am told by an agent friend that I can not submit offer until after 16 days giving residents first crack at property which will undoubtedly let a good deal go to others. I have family in the FL area where the property is located, any advice working around the red tape here? thanks.
