Existing building plans
How do I find out what the existing plans are for the property? I'm thinking about making an existing door into a window thats on the side entrance. I have 2 other doors of egress. Can I do that without filing for a permit?

Typically you have to draw existing plans yourself, unless there's some weird situation like you have a direct line to the guy who built the house in the first place.
Whether or not you need a permit is up to your local building department. Call them and ask.
