Reasonable quote for heat pump Phoenix Area

I have a friend in Casa Grande, just south of Phoenix, that had a heat pump that went out.  It is only 11 years old but the quotes he is getting seem high.   

Does  anyone have a thought as to what a new system should cost him?   He has a 1500 sq ft ranch built @ 2005.

For a full unit, I'd guessestimate starting at $4-5k and going up from there depending on several factors eg SEER, location (roof?), brand.
