Fridge Leaking from Ice Maker

I'm in Garner, NC and I have a fridge that is leaking water. I had a repair guy go out there to 'fix' it twice, but was unable to do so. Apparently the waterline to the ice maker is freezing up, causing leakage and he could not figure out how to stop it. 

These tenants have been a pain for me (long story short, I've already replaced this fridge twice) and I don't want to put another fridge in there.

Does anyone have a guy in Raleigh or Garner who can come check it out for me?

The fridge is a Kenmore "Coldspot" Model #106.72292201

Assuming you have a water shut-off valve for the ice maker supply, you could just turn off the water there and tell the tenants they need to use ice-cube trays unless they want to pay for the repair.
