What are the Green Belt requirements

What are the laws for green belt for skyscraper sized buildings with multiple box bay windows, with aquariums inside terrariums that are inside box bay windows that are attached to each floor of these buildings? Say 840 sq ft  height width and depth with a closed in electrical system that I designed. Does this set of laws vary from state to state and county to county? This would be for restaurants, schools, and other municipal buildings.
