buying land

I am in bay area california and been an active investor for the last 8 years .My investments have done relatively well but chances are very slim you will come across some great deals now in this hot market  . I will have to pay full value on the dollar for in demand properties like cupertino and they will probably do great as I still feel the cycle has legs . That could be a strategy to play out but why not do something different . I don't see a lot of interest on land here .  Are there any resources people can point me to  regarding zoning or changing zoning , floor area ratio of how much can you you  build on the land . Want to try something different here . any pointers for buying land and building ?  Is it worth it ? Can I work with a small developer maybe to make it easier ?
