Do You Consider a Builder's Risk Policy Entrance or Holding Cost?

Seems it has to be in place prior to closing, so I considered it an entrance cost...any opinions?

I have always considered insurance a holding (carrying) cost, since I have to pay it for the duration that I own the property.  I view it like a utility service that I must have in place while I own the home or when vacant.
