Finding ARV

I was planning on buying a 4 unit complex and rent out but I really dont want to be a landlord just yet! I am looking into a SFH to purchase with the intent of fixing up and selling but I will live in it or rent it out if there any problems selling..

Good Idea so far?

My question though is before I buy the property, who can I actually bring through the house and can let me know what needs to be fixed and more importantly for how much?

Second , is there anyone, appraisors or real estate agents that can also come through and let you know some things to consider and fix up to help up the price of the house...and can they tell you a ARV if you tell them what you are going to do?
