Changing placement of door hinges

One of our new tenants complained that the door hinges are on the outside of the door and for safety reason he wants the hinges on the inside.  Is there any easy way to do this without changing the swing of the door and bringing it inside?

This is an older home with a weird inside door width so I would need a custom door to move the swing inside.
