Roof Over or Tear Off Shingles
Does anyone have any thoughts on adding a second layer of shingles versus tearing off and installing new shingle...thanks.

This is coming from a guy whose late father owned a roofing company for 30+ years and ran that business after he passed: tear it off! The only exception is if you're going to put on a metal roof. Other than that, get rid of the existing layer. Even if there are no obvious signs of damage beneath the current layer of shingles, removing that layer could potentially expose some rotting wood etc.
