Main Valve and Street shutoff Dripping

Has anyone encountered this before....below is the response I received from my agent regarding the drip...

"According to the seller. (he moved out due to a job transfer, the house was empty. There was a slight drip from the main valve in the house. The seller was going to replace it. BUT to replace the main shut off, the water company would have to turn the water off at the street. The water company can not shut the water off at the street because they have to repair their shut off at the street (water company is doing work and NOT charging the seller). This will also be done to other houses on the street. Due to the bad winter since this is not an emergency, the water company hasn't done their end. So the seller hasn't changed the valve in the house. This was going to be done prior to listing the house but the water company is the hold up. The seller said that the work for the job is lined up with the water company but keeps getting postponed and doesn't have any scheduled date."
