House next door is Horrible!

So the question is what can I do about the property next door?

I'm rehabbing a property and the one next door is so horrible (Smell, condition etc.) I feel that it will prevent me from selling the property that is being rehabbed.

The property was left to the owner by his mother (I believe there may be some personal challenges the owner has) not to be or sound insensitive.

What can I do? how should I handle this situation & most of all is there any type of law that would assist under these circumstances?

I'd like to have this resolved before the rehab is completed, if at all possible.
