I might have a property in the area that's more a SHELL...new plumbing,electic,roof,flooring,walls,ceiling,HVAC etc it's 2400 SQFT. It's already been cleaned out just a shell. 2 Floors and attic.  Can anyone give me an Estimate of what this would cost?

No - no one can give you an estimate of what it would cost without seeing it. That is like asking a doctor to diagnose someone over the phone who says "I do not feel good". 
Even providing a range is useless.
What you need to do is find a local contractor to take a look at it and provide them a well defined scope of what you need done.

I will go out on a limb and assume you do not have any experience in real estate, so also maybe partner with someone more experienced to assist you with this.
