Underpinning vs Reframing the floor above - Basement

I have a basement with the  current height of 6 feet 10 inches and I need to raise it to make it a legal livable space. I have been told by my architect that there are two ways of doing it. One would be reframe and raise the floor above and the second would be to underpin and dig down. Which would be more cost effective? Please keep in the mind the I have a good ceiling height between my first and second floor so there will be no issues with the height there.
