Need Help With Project Evaluation/Bid Packet

Hello,

I am doing my first mid-major remodel. It is an older property (approx 1969). 3/2 1500 sq ft in a nice primarily owner-occupied and quiet area in Sacramento (S. Land Park/Greenhaven area). The intention is to initially rent with the goal of 1031 exchange into another property. 

My first priority is getting the property surface ready (getting termite work done, updating electrical, plumbing, fixing floorboards, etc). I've had contractors come in and feel that I need more information about the details of what needs to be done, the cost of materials, labor, permits, etc for the whole project from start to finish (as best as possible) on getting it surface ready before putting the jobs out for bid.

What professional(s) should be contacted to help me put together a bid packet together before putting the work out to bid? What is the average cost in the Sacramento area for the above (especially my first priority of getting the property surface ready?

The second part is the fun stuff  (paint color, appliances, cabinets, countertops, etc)  I am confident doing, but am open to suggestions.
