the roof... the roof... the roof is on... the top :)

I have a long term single family rental in north MS.  Roof is looking kinda rough.  Has a layer of 3 tab and a layer of arch style shingle on top.  I have contractors telling me its ok to keep the existing roof and ok to put a metal roof on top (with the strips).  Some say rip those two layers off then do metal.  This would be a "galvalume" metal roof.  Guaranteed for 40 yrs.  Any input?
