Adding a Basement to a rental property

I have a rental property in North San Diego county and have been looking into how I can add some forced equity. This property is a single family home above grade which sits on a sloped incline hill. The “crawl” space is almost 8’ at parts down to approximately 5’. I think I can add almost 900sqft with the goal to create a master bath and bedroom. I know the new trend in San Diego is to build down and wanted to know if anyone in the BP community has endeavored in this venture. If anyone has specifically done this in San Diego please reach out as I would love to hear about the process and your takeaways. Thank you!
