Painting a basement wall

My personal residence has a basement with poured concrete walls that have never been painted. The prior owners were quite dirty, and the basement walls are gross with all kinds of marks and scuffs. There are no obvious history of water damage or leaks, and we have not had any so far in the 1 year we have lived here. 

I see online that some people recommend to not paint concrete basement walls, but it appears they are recommending this for people attempting to waterproof basement walls. 

If I am just looking to paint the walls for cosmetic reasons, would this be okay? What kind of paint does one use on a poured concrete wall?
