Fix and Flip Walk-Through

Several questions here:

On a fix and flip you’re interested in, are you walking through the property to assess issues before you’re under contract or after?

Also, can you take the inspectors report and use it as a basis for your SOW? Or should you just have/is it mandated to have a contractor walk through and develop a sound SOW? Could I myself possibly develop a SOW?
